Die Filter bestehen im Wesentlichen aus einer optisch bearbeiteten Glasscheibe, die in einer viereckigen bzw. runden Aluminiumfassung gefasst ist und den gewünschten optischen Effekt produziert. Der Polfilter erhöht die Farbsättigung und verstärkt die Kontraste, außerdem werden Spiegelungen auf z.B. Glas - und Wasseroberflächen vermindert.  Der Graufilter verlängert die Belichtungszeit, die drei Modelle unterscheiden sich im Filterfaktor (4, 8 oder 16) und dementsprechend im Blendenwert (2, 3 oder 4).Die Filter werden an das Objektiv einer Drohne (nicht Gegenstand dieser vZTA-Entscheidung) montiert. Die Ware ist in einer Kunststoffschachtel mit Schaumstoffeinlage, die für die Aufnahme der Filter besonders hergerichtet und für den dauernden Gebrauch geeignet ist, verpackt.Zur äußeren Form siehe Abbildungen in der Anlage.Die Ware wird als "optisches Element, aus Stoffen aller Art, für Instrumente und Geräte, gefasst, nicht aus nicht optisch bearbeiteten Glas, Filter" eingereiht.
