Eine Einreihung in die Position 4417 kommt nicht in Betracht, da es sich bei den charakter-
bestimmenden Erzeugnissen der Warenzusammenstellung um Werkzeuge mit arbeitendem Teil
aus unedlem Metall handelt (Position 8206).
Eine Einreihung in die Position 9503 kommt ebenfalls nicht in Betracht, da sich die Erzeugnisse
nicht als Spielzeuge sondern als Werkzeuge im Sinne des Kapitels 82 darstellen.
